Wanita Umno kesan 5,000 pemilih hilang

TAIPING: Pergerakan Wanita Umno telah mengesan kehilangan kira-kira 5,000 pemilih dari bahagian Parlimen Bukit Gantang.

Sehubungan itu, sayap tersebut mahu Ibu Pejabat Umno mengesan kedudukan ahli-ahli berkenaan bagi menambah sokongan untuk BN menjelang 7 April ini.

Menurut bekas Ketua Wanita Umno, Tan Sri Rafidah Aziz, jentera pergerakan tersebut yang telah mula bergerak sejak awal bulan lalu, tidak dapat berhubung dengan pemilih-pemilih berkenaan sehingga kini.

"Kami telah melakukan segala yang perlu tetapi tidak dapat mengesan mereka.

"Kami berharap Ibu Pejabat berupaya mengesan mereka dengan menggunakan pendaftaran parti," katanya.

"Pemilih-pemilih ini penting bagi kita bagi memastikan kejayaan Barisan Nasional (BN)," kata beliau selepas melawat Bilik Gerakan Induk Wanita Umno di Simpang di sini.

Malah beliau yang merupakan Pengarah Operasi sehingga ditewaskan oleh Datuk Seri Shahrizat Abdul Jalil minggu lalu berkata, jentera pilihan raya Wanita juga telah mengesan 4,000 pemilih yang berada di luar kawasan.

Beliau telah digantikan oleh Naib Ketua Wanita, Datuk Kamila Ibrahim.

Rafidah berkata pengurusan jentera pilihan raya di Bukit Gantang dan Bukit Selambau akan diteruskan oleh Shahrizat selaku pengarah.

"Pesanan saya, jika mereka teruskan kerja yang telah dirancang, tidak akan timbul masalah dan kempen berjalan lancar.

"Tanpa Wanita meraih undi dari rumah ke rumah, kita tidak akan dapat menjangkau pengundi di peringkat akar umbi," katanya.

Beliau berkata, pengurusan yang baru perlu menyediakan laporan harian kepada pucuk pimpinan jawatankuasa pengurusan Umno setiap hari bagi memastikan maklumat balas pengundi khususnya kaum Wanita mengenai isu tempatan seperti pembangunan dan infrasruktur dikenal pasti.

"Harapan saya, petugas jentera pilihan raya Wanita BN yang baru ini (di bawah Shahrizat) cepat mengambil alih kerja dan mengagihkan urusan kerana kita tidak ada masa untuk nak belajar dan memahami kerja yang patut dibuat," katanya.

Pilihan raya kecil Parlimen Bukit Gantang diadakan berikutan kematian penyandangnya Roslan Shaharum daripada PAS akibat serangan jantung.

Pada pilihan raya umum 8 Mac, 2008, Roslan memenangi kerusi berkenaan setelah menewaskan calon BN Datuk Seri Abdul Azim Mohd Zabidi dan calon Bebas M.Mohganan dengan majoriti 1,566 undi. Kali ini,

PAS meletakkan Timbalan Pesuruhjaya parti itu di Perak, Datuk Seri Mohammad Nizar Jamaluddin.

Checkmate Barisan Nasional in Perak

Like most ordinary people, I was initially very confused by all the articles and commentaries on the Perak constitutional crisis. Just like reading an interesting book, I was anxious to know what the ending would be. There is one important difference though.

Unlike a book, the ending of this crisis – for better or for worse - will affect my life and the lives of the ordinary rakyat of Perak, as well as all Malaysians, given the ramifications that the outcome will have on the constitutional process of political power and governance.

In recent weeks I have become increasingly concerned with the twists and turns in this modern version of the Perak wayang kulit which - as with some of the stories found in the traditional form - contains strong moral and ethical elements.

These recent developments include the infamous act of demolition of the ‘Democracy Tree Plaque’ put up by the rain tree and the recent action taken by the federal government to charge Karpal Singh under the ISA for saying that the Perak Sultan can be sued.

All these events seem to indicate that the Barisan Nasional government has prevailed in its attempt to oust the Pakatan Rakyat state government from power. Reading the official media accounts and analysis one can certainly be forgiven for thinking this. I, too, similarly was of this view until I attended the talk given by former Appellant Judge NH Chan at the Perak Bar Council on March 19.

The title of his talk was ‘How to judge a judge’. After the talk, I asked a few questions and the answers I got, clarified all my doubts. In the English or Western chess game, the situation is now called zugzwang. It is a German word to describe a chess player’s position when he has to make a move that will only worsen his position.

The legality of the Perak assembly convened under the rain tree on March 3, is the key to resolve the impasse. The following is my analysis of the political chess game which has now taken place in Perak and the moves by the two opposing sides.

1. According to Article 72(1) of the federal constitution, the validity of any proceeding in the legislative assembly of any state shall not be questioned in any court.

2. The assembly is the master of its own procedure and laws. Any redress must be made in and come from within the House. In other words, a member can move a resolution to rectify any perceived error or irregularity.

3.The jurisdiction of the Perak assembly over its own members and its right to impose discipline is absolute and exclusive.

4. Therefore, the suit filed by Zambry Abdul Kadir and his de facto exco to challenge the legality of their suspension by Mohd Nizar Jamaluddin is doomed to fail, if the proper law is applied.

5. Such being the case, the BN does not command a majority in the assembly.

Without Zambry and the six other suspended members, BN only has 21 members. And even assuming the three others who have ‘resigned’ are included, BN is still in the minority with 24 members against PR’s 27.

6. We have a unique situation now where the ‘new’ mentri besar would not dare call for any sitting of the assembly because that would expose his vulnerability. Furthermore, the fact that he is unable to attend the sittings is a good enough reason for him to resign from the assembly as he is legally and constitutionally unable to present the Budget and also defend his policies in the assembly.

7. Zambry’s position seems now to be untenable as it is contrary to established constitutional theory whereby the chief executive should be a member of the assembly. It is a matter of time before he is forced to resign by sheer force of circumstances.

8. Before the assembly meeting under the tree, the state assembly met on Nov 11 and 12, 2008. Assuming that all the BN elected assembly persons attended the assembly, they did not attend the assembly convened under the tree.

According to Article (xxxv) of the Perak constitution, the assembly can declare the member’s seat vacant if he or she is absent for assembly meetings for a period of six months. So by May 13, 2009, if an assembly is called, the BN members will be voted out and if they do not attend the assembly, their seats will be automatically declared vacant.

Therefore, it is a checkmate and the game is over.

To enlighten readers further, let me explain the term ‘checkmate’ in chess. It is when an opponent has no legal move to protect his king.

As we all know, currently there is no government in Perak. The delay in resolving the political crisis is affecting the state’s economy and social order – not to mention political order; and sooner or later all Perakians will suffer.

The BN leaders must consult their legal team and quickly resolve the problem. What is the opinion of the Queen’s Counsell? If what I wrote is legally correct, they should not wait till May 13, 2009 to be forced out in ignominy and disgrace.

A quick return to the ballot box to see which party the Perak electorate wants as its state government is the only morally and legally defensible option for all stakeholders. It is also the way out of this political quagmire.

Ismail Defends BN Cooperation

TAIPING, March 30 (Bernama) -- Barisan Nasional (BN) candidate Ismail Saffian is comfortable cooperating with BN component parties in the Bukit Gantang parliamentary by-election.

"Its not unusual for me to cooperate with them," he said.

Speaking to reporters while campaigning house to house in Kampung Baru Temerloh near here this evening, Ismail said BN worked as a team based on the spirit of cooperation in the BN.

He was commenting on the charge by Pas's central election director Datuk Mustafa Ali that he could not do it on his own and had to rely on component party leaders to be successful in his campaign.

Mustafa at a news conference at Pas' main operations centre at Air Kuning here had said that Pas candidate Datuk Seri Mohammad Nizar Jamaluddin could run his own campaign without any relying heavily on leaders of Pas, DAP or Parti Keadilan Rakyat.

Said Ismail: "I feel it is not wrong to walk alongside MCA and Gerakan leaders as they are very close to the Chinese community...so I have to work with them.

"That is the spirit we have in the BN and that is why we have BN."

He said he will not resort to personal attacks but instead provide clarification and the truth to the people.

Mustafa had also said he was not worried about the small coverage by the mainstream media for Pas as it would not affect the party's chances but he however called on the mainstream media to be fair in its coverage.

Meanwhile, Ismail agreed with Mustafa that the weather had to some extent hindered campaining.

"There will be some strategic changes (in campaigning) to accommodate the uncertain weather," he said.

Mahathir says Malaysian party faces revolt over graft

Malaysia's ruling party faces an internal revolt over an anti-graft purge, but will be voted out of power if it fails to act on corruption, former premier Mahathir Mohamad said Thursday.

A furore erupted in the ruling UMNO this week after 15 members were reprimanded over vote-buying ahead of internal leadership elections.

Many were linked to outgoing Prime Minister Abdullah Ahmad Badawi, triggering speculation that his deputy Najib Razak, who is to replace him shortly, was carrying out a vendetta.

Mahathir said the "peculiar decision" had undermined the credibility of the party's anti-graft enforcers, and urged UMNO to come to grips with the scourge of corruption.

"It is a choice of being rejected by the people or facing a split in the party," he told a press conference.

"If UMNO is not willing to take drastic action to show it is serious about getting rid of corruption, then they will be rejected in the (next) election. The choice is theirs."

Home Minister Syed Hamid Albar has also warned of the threat of "collapse" over the anti-corruption move, which has triggered howls of outrage from rival factions in the party.

UMNO, which leads the Barisan Nasional coalition, is still reeling from an unprecedented rebuke in general elections a year ago that saw the coalition lose five states and a third of parliamentary seats to a resurgent opposition.

Abdullah's failure to make good on pledges to root out corruption was one of the major factors in the drubbing at the polls.

"Already the people are disenchanted with Barisan Nasional. You can see a lot of disenchantment with UMNO, manifested in many ways. People are talking, people are unhappy," said Mahathir, who stepped down in 2003.

"We are going to see in the general election a change in the support of the government parties," he said. "They think the government parties have not delivered. And on top of it they think they practise corruption."

Mahathir, who publicly fought with Abdullah who he dismissed as corrupt and incompetent, also backed away from his earlier wholehearted support of Najib, who is to take the top job after UMNO's March 24-28 annual meeting.

"I will give full backing to Najib on one condition, that he does not appoint corrupt people into the cabinet," he said.

BN umum calon untuk tiga p'raya kecil

Barisan Nasional (BN) hari ini mengumumkan nama calon-calonnya untuk bertanding dalam pilihanraya kecil Parlimen Bukit Gantang, kerusi Dewan Undangan Negeri (DUN) Bukit Selambau dan kerusi DUN Batang Ai.

Ismai Saffian dari Umno dicalonkan di Bukit Gantang, Datuk S Ganesan dari MIC (Bukit Selambau) dan Malcolm Mussen ak Lamoh di Batang Ai.

Pencalonan Ismail and S Ganesan diumumkan oleh Timbalan Perdana Menteri, Datuk Seri Najib Abdul Razak, masing-masing di Taiping, Perak and Sungai Petani, Kedah, hari ini.

Bagaimanapun, tidak jelas siapakah yang mengumumkan pencalonan Malcolm Mussen. Satu laporan awal bahawa pengumuman itu dibuat oleh Ketua Menteri Sarawak, Tan Sri Abdul Taib Mahmud, telah dipertikaikan.

Joseph Tawie, yang melaporkan untuk Malaysiakini di Kuching, berkata, Presiden PRS, Dr James Masing yang mengumumkan pencalonan Mussen - pilihan parti tersebut - sebagai calon.

BN Sarawak bermesyuarat di Kuching hari ini untuk memutuskan calon bagi pilihanraya kecil Batang Ai. Ia dihadiri oleh pemimpin BN negeri dari PBB, Supp, SPDP dan PRS.

Ismail, 49, adalah Pengarah Sumber Manusia dan Khidmat Pengurusan Perbadanan Pengurusan Sisa Pepejal dan Pembersihan Awam Negara dan berasal dari Kampung Kubu, Bukit Gantang.

Menurut Bernama, Najib yang juga Pengerusi BN Perak berkata calon yang dipilih adalah anak tempatan seperti yang dikehendaki oleh masyarakat setempat.

Pemilihan calon dibuat daripada perbincangan dengan pimpinan bahagian dan negeri serta tinjauan yang mengambil kira segala aspek, katanya dalam sidang akhbar selepas majlis berkenaan.

"Kita pilih calon yang terbaik untuk BN... saya yakin beliau akan menjadi seorang Ahli Parlimen yang baik dan dapat bekerja sama penuh dengan semua," katanya.

Beliau berkata antara syarat penting juga ialah calon diterima oleh peringkat bahagian bagi mengelak berlaku pergeseran, termasuk prasyarat bahawa Ismail tidak akan bertanding dalam pemilihan bahagian Umno akan datang.

Dalam pemilihan bahagian tahun lalu, Ismail yang juga bekas ketua penerangan bahagian, tewas kepada Adun Trong Datuk Rosli Husin dalam pertandingan merebut jawatan Ketua Umno Bahagian Bukit Gantang.

Pilihanraya kecil Parlimen Bukit Gantang diadakan berikutan kematian penyandang Roslan Shahrom daripada PAS pada 9 Feb lepas. Penamaan calon akan berlangsung pada 29 Mac dan pengundian 7 April depan.

Dalam pilihanraya umum lalu, Roslan merampas kubu kuat BN itu dengan menewaskan Bendahari Umno Datuk Seri Azim Mohd Zabidi dan calon Bebas, M Morgan, dengan majoriti 1,566 undi.

Parlimen itu mempunyai 55,471 pengundi yang terdiri daripada 63.48 peratus pengundi Melayu, 26.77 peratus pengundi Cina, 9.71 peratus pengundi India dan lain-lain pengundi 0.4 peratus.

Terdapat tiga kerusi Dewan Undangan Negeri (DUN) di parlimen itu iaitu Changkat Jering, Trong dan Kuala Sepetang. Dalam pilihanraya umum lalu, BN menang di Trong manakala dua lagi dimenangi Parti Keadilan Rakyat.

Ganesan pula merupakan timbalan pengerusi MIC Kedah. Beliau merupakan bekas Adun Lunas dan tidak bertanding dalam pilihanraya umum Mac tahun lalu.

Beliau yang dilahirkan di ladang Sungai Division di Sungai Petani, adalah lulusan Universiti Malaya dalam jurusan ekonomi sebelum melanjutkan pengajian dalam bidang undang-undang di London.

Ganesan kini merupakan seorang peguam mempunyai empat orang anak hasil perkongsian hidup dengan R Vatsala, 42, yang juga merupakan seorang peguam.

Ismail: Angin perubahan memihak pada BN

Calon Barisan Nasional (BN) bagi pilihanraya kecil Parlimen Bukit Gantang pada 7 April ini, Ismail Saffian berazam untuk memberikan khidmat sebaik mungkin kepada masyarakat di situ sekiranya diberikan kepercayaan untuk menjadi wakil mereka.

Beliau berkata sebagai parti politik yang menerajui kerajaan pusat dan kerajaan negeri Perak ketika ini, banyak perkara yang boleh dilakukan oleh BN untuk kemajuan dan kebaikan semua masyarakat di kawasan Bukit Gantang.

"Yang pentingnya masyarakat di sini masa hari mengundi nanti kena beri kepercayaan mereka kepada BN," katanya kepada pemberita selepas Timbalan Perdana Menteri Datuk Seri Najib Tun Razak mengumumkan beliau sebagai calon BN di majlis pemimpin bersama rakyat di Taman Kota Jaya, Simpang, dekat Taiping hari ini, lapor Bernama.

"Saya yakin kalau pihak jentera BN dapat menunjukkan semangat bekerja sebagai satu pasukan yang tinggi, saya percaya kita akan beroleh kemenangan dalam pilihan raya Parlimen Bukit Gantang," katanya.

Bekas Ketua Penerangan Umno Bahagian Bukit Gantang itu merupakan lulusan dari Universiti Sains Malaysia dalam jurusan Perumahan, Bangunan dan Perancangan dan mula menyertai Umno sebaik menamatkan pengajian pada 1984.

Berpengalaman luas

Beliau memulakan kerjaya sebagai guru pada 1984 sebelum dilantik sebagai Setiausaha Majlis, Majlis Daerah Kerian pada 1988 dan seterusnya bertukar ke Majlis Perbandaran Manjung pada 2000, juga sebagai Setiausaha Majlis.

Pada 2008, Ismail bertukar pula ke Majlis Perbandaran Kuala Kangsar dengan memegang jawatan yang sama sebelum dinaikkan pangkat ke jawatan sekarang pada penghujung 2008.

Beliau adalah Timbalan Ketua Cawangan Umno Kampung Kubu dan pernah memegang jawatan sebagai Setiausaha Umno Bahagian Bukit Gantang dan jawatan terakhirnya adalah Ketua Penerangan Umno Bahagian Bukit Gantang.

Beliau mempunyai seorang isteri Poziah Noh, 45, seorang surirumah dan lima anak, dua lelaki dan tiga perempuan yang berumur antara 10 dan 24 tahun.

Ismail bertanding untuk jawatan Ketua Umno Bahagian Bukit Gantang tahun lepas namun tewas kepada Anggota Dewan Undangan Negeri kawasan Trong Datuk Rosli Husin.

Bernama juga mengesahkan "'Persidangan Dun Perak'" di bawah pokok!

IPOH, 3 Mac (Bernama) -- Speaker Dewan Undangan Negeri Perak V. Sivakumar dan 27 anggota dewan daripada pembangkang hari ini mengadakan "persidangan tergempar DUN" di bawah pokok, 100 meter di luar bangunan DUN.Persidangan pada 10.20 pagi itu diadakan setelah kumpulan ADUN berkenaan dihalang oleh polis daripada memasuki bangunan Perak Darul Ridzuan, yang menempatkan DUN Perak pagi ini, kerana persidangan itu disifatkan sebagai tidak sah kerana tidak mendapat perkenan Sultan Perak Sultan Azlan Shah.Persidangan itu ditangguhkan 25 minit kemudian selepas meluluskan tiga usul. Sebelum itu, kekecohan berlaku di luar perkarangan bangunan Perak Darul Ridzuan apabila ADUN pembangkang cuba memasuki ke kawasan bangunan itu untuk menghadiri persidangan di dalam dewan.Polis bagaimanapun hanya membenarkan Sivakumar memasuki bangunan itu pada kira-kira 9.45 pagi dan orang ramai termasuk media yang berada di situ telah diminta bersurai.Ketua Polis Daerah Ipoh ACP Azisman Alias memberi amaran akan menahan sesiapa sahaja termasuk wakil rakyat yang enggan bersurai.Polis sejak petang semalam telah mengadakan kawalan ketat termasuk menutup beberapa jalan menghala ke bangunan berkenaan Perak Darul Ridzuan.Lebih 100 penyokong pembangkang berkumpul di luar bangunan itu sejak awal pagi ini.Pintu masuk utama ke bangunan Perak Darul Ridzuan di Jalan Panglima Bukit Gantang telah ditutup sejak petang semalam dan hanya kakitangan perkhidmatan awam yang bertugas dibenarkan masuk hari ini.Bangunan itu menempatkan pejabat Menteri Besar Perak, pejabat Setiausaha Kerajaan Negeri Perak dan Dewan Undangan Negeri.Jumaat lalu, Sivakumar telah memanggil persidangan tergempar Dewan hari ini, namun Menteri Besar Datuk Dr Zambry Abdul Kadir dan Setiausaha Dewan Abdullah Antong Sabri berkata persidangan itu tidak sah kerana tidak mendapat perkenan Sultan Perak. Sivakumar bagaimanapun tetap menyatakan ia sah dan dibuat mengikut Undang-Undang Tubuh Negeri Perak.Anggota polis termasuk dari Unit Simpanan Persekutuan mengadakan kawalan di pintu masuk bahagian belakang bangunan berkenaan. Di Mahkamah Tinggi Ipoh pula, sekumpulan peguam mewakili sama ada Barisan Nasional atau pakatan pembangkang berada di perkarangan mahkamah menunggu kes yang difail oleh Zambry dan enam anggota exco kerajaan negeri bagi memohon perintah mengisytiharkan keputusan Sivakumar menggantung dan melarang mereka menghadiri persidangan DUN sebagai terbatal dan tidak sah.Sivakumar sebelum ini menggantung dan melarang Zambry daripada menghadiri persidangan DUN selama 18 bulan manakala enam anggota exco itu dikenakan larangan selama 12 bulan. Beliau semalam turut menggantung serta merta tugas Setiausaha Dewan Undangan Negeri Abdullah Antong.
